UFC accused of using ranking system to avoid Ian Garry title shot

Is the UFC using the rankings system to quietly shelf Ian Gary's title shot? With Prates slotting in at number one through a meta rankings loophole, it feels less like coincidence and more like a calculated move to keep Gary on ice a little longer. The UFC knows how polarising he is and they might just be buying time. The wild part is if the matchmaking had gone differently, Morales probably doesn't even make it past Gary. Now they're forced to stock back into him anyway. You can only bury a fighter for so long before the results do the talking.
